Any user with a role assigned that has this permission would be given access to any RAR within the system through RAR Administration. This functionality allows an Administrator to manage any users’ RAR, based on the filters selected. 

In here, you are able to see any users RAR, make changes to RARs as well as Delete any RAR (not just the latest). This then allows an Administrator to correct any RAR compliance issues by making the required changes. i.e. Edit, Delete or Distribute.
