The chart and data table are dynamic based on the filter selected on the pipeline targets. i.e. see the image below:

When no department is selected, the data in the table is aggregated and cannot be modified.

When filtered according to department, the data can be modified.

Upload your pipeline targets in bulk using an Excel import from the Admin > Imports screen.

The specified Targets are represented as the Target lines on the cumulative pipeline report, also on the cumulative benefits report depending on the selected report type.
