The reason for this is the Idea Scope field for your user specific profile. It is currently set to Owner which means you will only be able to see the ideas where you are idea owner.

You can change this value to either Department or Global. We also have a KPI scope field which is also set to owner currently which works similarly except it applies to KPIs instead of Ideas.
