Please note the "View RARs" permission assigned to a Role located on Administration > Roles, provides the users assigned the Role with access to view the RAR Menu item displayed below: This is normally assigned to Roles belonging to users who are expected to RAR.

The system also provides the Site Administrator with the ability to restrict access granted to RAR Administrators by specifying which RARs assigned a department, sub-department or teams the user can View and Edit by clicking of the RAR Access Flag as displayed below: This is normally assigned to users who are expected to manage other users RARs, click here for more information.
