You can set an initiative to confidential from within the initiative itself. Click on the 3-dot menu located at the top right of the initiative, then select Access.
This will open a dialogue box similar to the one below then select the Confidential option.
A confidential idea will be displayed to users who have the following permissions:
1. A user is the owner/facilitator
2. A user is an approval stakeholder
3. A user is a super user for the initiative's org structure - this is set up similar to the process to give user access
4. A user is given specific access from the Additional Viewers or Roles section
