The Differed status is determined by the approval order(Group Order, as per the image below) that is specified on the workflow.

• The request will be sent to the person at approval order 1, 
• Approval order 2 will only be able to approve once approval 1 has approved and,
• Approval order 3 will only be able to approve once approval order 2 has approved.

This is specified on the Idea Definition -> Click on a Definition -> Click on workflows -> Roles.

The group specifies the order of approvals i.e. who needs to approve the Workflow first before the next stakeholder can approve.
