Two different scenarios would result in a RAR being locked. 

1. The site set up to lock a RAR on a specific day. To activate this, navigate to Administration->Site. Then find "Day of week to lock RAR" and either select a day.

2. Only currently open, or the last RAR is active: Users cannot make changes to past RAR's. Once a new RAR has been created, the old RAR gets locked.
